This standard shall apply to the safeguarding of tanks or containers, operating at nominal atmospheric pressure, that contain or have contained flammable and combustible liquids or other hazardous substances and related vapors or residues.
This standard shall not apply to tank vehicles or tank cars; tanks, bunkers, or
compartments on ships or barges or in a shipyard; gas plant equipment or gas distribution systems for natural or manufactured gas; or compressed and liquefied gas cylinders.
