From a negotiation standpoint, Arafat’s decision to walk away seems less anomalous and
more cogent. A decade after Camp David II, extensive proposals as to how to resolve the IsraeliPalestinian conflict continue to circulate. Potential resolutions range from a bi-national state to a three state solution to the expected declaration of Palestinian statehood at the UN this fall. The success of such proposals remains to be seen. Looking forward, a negotiation framework is a
useful lens for evaluating potential proposals because it will provide clarity and insight into what
will actually work, since any proposal remains futile in the absence of a ZOPA.
